David Seymour: Act leader says a referendum and law change on co-governance is necessary

A war of words between National and Act - over whether there should be a referendum on co-governance. Act wants to scrap measures that share decision-making with Māori - and is making the referendum a bottom-line in any coalition negotiations after next year's election.
