The Revenue Minister is accepting criticism of the cost of living payment. The Auditor-General says it should have been rolled out more carefully. New screening measures are being launched ahead of the second $116 payment on Thursday. Minister David Parker says 31,000 people won't get the second payment until they confirm they're in New Zealand.
