These extraordinary experts also created institutes such as the IPRI: the Peruvian Institute of Interplanetary Relations, the first ufology research group in all of America, and published books such as “UFOs: SOS to humanity,” which promoted the CE5 protocols and the creation of contact groups throughout Latin America in the 1970s.
