Pre-Covid, tourism was New Zealand's number one earner. Now it is number three, having shed billions of annual dollars. While countries such as Australia are upping their tourism marketing spend in order to try and reinvigorate their tourism industry, New Zealand has been cutting back its promotional spending.  Is this the right approach? And who should be leading our international tourism charge?
