National has blatantly stated that continued tax on cigarettes is going to partly pay for tax cuts that they are now bound to because of their unrealistic promises before the election. Now we see straight out cowardice from Nicola Willis who refuses to answer the question, "if more people smoke, will more people die from smoking?" Just own it, you open that door to more smokers, you own more deaths.
