Many mitzvot in the Torah are introduced by the words "when you come into the land" and/or "in your dwelling places" - what words/combination of words indicate that the obligation is in the land of Israel only? This is a subject of debate between Rabbi Yishmael and Rabbi Akiva and there are also two different opinions regarding what Rabbi Yishmael held regarding this matter. If it is clear that mitzvot that are not connected to the land apply in all places and at all times, why was it necessary to use the words "in all dwelling places" in specific mitzvot like Shabbat, the prohibition to eat forbidden fats and blood, and the obligation to eat matza on the first night of Pesach?
